BREAKING: Former Councilwoman Shireman Hit with Two Additional Felony Charges — Total Possible Prison Time Rises to 12.5 Years

June 5, 2025 — BUCYRUS, OH — Court records confirm that former Bucyrus City Councilwoman Carolyn J. Flynn Shireman is now facing two new felony charges:

  • Telecommunication Fraud (F3)
  • Theft (F4)

These charges carry a combined potential sentence of 4.5 years in prison, which would be added to the 8 years she already faces from her Felony 2 Theft indictment earlier this year. If convicted on all counts, Shireman could face up to 12.5 years behind bars.

FreeWire reached out to both the Ohio Attorney General’s Office and County Prosecutor Matt Crall regarding the new charges. Crall confirmed:

“The new case is a result of further investigation into Ms. Shireman’s role with the charitable organization The Positive Seekers by the Ohio Attorney General’s Office.”

Records we’ve uncovered show that Positive Seekers Inc. has filed Form 990-N “e-Postcards” with the IRS in recent years, claiming less than $5,000 in annual revenue. However, investigators previously uncovered a $5,000 check allegedly written by the victim directly to the organization — a transaction that appears inconsistent with the group’s reported filings and may play a role in the new charges.

Recap: What We’ve Learned So Far

Shireman was originally arrested on January 9 after a months-long investigation into her role as Power of Attorney for a 52-year-old man with developmental disabilities. Investigators allege that she used her position to make unauthorized financial transactions and personal purchases, including jewelry, clothing, and vehicle-related expenses.

She was initially granted a personal recognizance (PR) bond after her first appearance in Municipal Court. However, following her indictment by a grand jury, Visiting Judge Howard E. Hall set two bonds: a continued PR bond, along with a $25,000 cash surety or 10% bond, which Shireman posted.

According to sources familiar with the proceedings, her bond will remain intact even with the addition of the new charges. Her final pretrial hearing is scheduled for July 8, 2025 in Crawford County Common Pleas Court.

Shireman has remained active on social media throughout the case, proclaiming her innocence and alleging that the charges are politically motivated. Legal experts have warned that such public commentary could complicate her defense strategy as her case heads toward trial.
